European Council

The European Council is an institution of the European Union with an eminently political character, composed of the Heads of State or Government of the member countries of the Union, the President of the European Commission and the President of the European Council, who presides over the meetings.

What does the Council do?

Represents the highest level of political cooperation between EU countries, sets the EU political agenda, sets the EU's common foreign and security policy, addresses complex and sensitive issues that cannot be resolved at lower levels of intergovernmental cooperation, among other functions.

Horizon Europe is the main EU Research and Innovation programme, with a budget of €95,5 million euros. It will primarily focus on combating climate change, helping to achieve the UN Sustainable Development Goals and increasing the EU's competitiveness and growth.

The program facilitates collaboration and enhances the impact of research and innovation on the development, support and implementation of EU policies, while tackling global challenges.
